District Designates Non-Business Days to Slow Records Response
The board will approve a calendar for 2027 designating 10 days as ‘non-business days’ for calculating Public Information Act response deadlines, as permitted by state law HB 3033. This action reduces the district’s transparency by extending the time it can take to fulfill records requests. The district’s own memo notes that public information requests have increased by over 63% this year.
Policy Use
BRIEF STATE AFFAIRS: Item IX.A.X provides a clear example of a district using the flexibility in HB 3033 to reduce transparency. Capture the board memo and calendar as a case study for legislative testimony on the law’s impact and for developing counter-policy.

Board to Approve Recommended Library Materials List
The board will vote to approve a list of library materials recommended by the School Library Advisory Council (SLAC). The agenda states the list was posted online for 30 days for public feedback, but the list of materials is not included in the agenda packet. This action directly impacts parental rights and curriculum transparency regarding materials available to students.
Policy Use
PULL THE DOCUMENT: The list of recommended library materials for consent item IX.A.VII is not in the packet but is posted at https://www.coppellisd.com/o/cisd/page/library-and-information-services. Retrieve the full list before the vote to assess the content being approved.

Board to Approve $1.2M Technology Contract
The board will approve a contract not to exceed $1,200,000 with Lockstep for the installation of interactive whiteboards at four schools. The purchase is funded by the 2023 Bond. The contract was procured through the TIPS purchasing cooperative, a common method for large-scale purchases.
Policy Use
TRACK AND DOCUMENT: Add the $1.2M contract from item IX.A.VIII to the district’s fiscal tracker, noting the use of bond funds and cooperative purchasing for large technology procurements.
Policy Lever: $1.2M Bond Funds
