The resolution is intentionally vague on the type of debt, which creates a loophole to use Certificates of Obligation (COs) and bypass voters entirely.

DEMAND A VOTE ON DEBT: Contact the Calallen ISD Board (see official agenda for contact info). Regarding Item 9.B, state: ‘Any debt issued to pay for these buses must be voter-approved General Obligation bonds, not Certificates of Obligation. Taxpayers deserve the final say on new debt.’

The annual Student Health Advisory Council (SHAC) report confirms the district is using federal “Stronger Connections Grant” funds to purchase and implement “Quaver Ready Resource,” a Social Emotional Learning (SEL) curriculum. The district is also using a program called “Alongside” as a “Tier 1 Social Emotional screening tool” to collect data on students’ mental state.
